 The New York State Environmental Facilities Corporation (EFC) offers the Financial Assistance to Business (FAB) Dry Cleaner, and Heavy Duty Inspection & Maintenance Programs, created by Governor Pataki’s 1996 Clean Water/Clean Air Bond Act. FAB helps eligible businesses and municipalities/school districts involved in these activities with the cost of complying with environmental protection mandates. EFC also administers the Clean Vessel Assistance Program, which provides grants to assist marinas, municipalities and not-for-profit organizations with the installation of pumpout and wash-down facilities to receive sewage from recreational marine vessels.
