 Once people reach age 65 they probably will have Medicare -- basic health insurance for older Americans. Medicare is a federal health insurance program and is the first payor of health costs for most seniors and for many disabled people. The Health Insurance Information, Counseling and Assistance Program (HIICAP) provides answers to many of the questions consumers have about Medicare.
