What does the New York State Environmental Facilities Corporation (EFC) do for the New York City watershed?
EFC implements three programs that assist the New York City Watershed in meeting its requirements to protect the NYC Watershed by upgrading existing public and private wastewater treatment plants, and constructing new sewage treatment plants and community septic systems.
The programs include the Wastewater Treatment Plant Upgrade Program; the New Sewage Treatment Infrastructure Facilities for Towns, Villages and Hamlets; and the Catskill Fund for the Future. The first two programs offer technical assistance while the Catskill Fund offers grants and loans.
