GORR emphasizes the importance of common sense, prudent science, and sound economics in the regulatory process. It carefully balances costs and benefits. It assesses risks. It measures the benefits of regulatory reform in ways all New Yorkers can appreciate-lower costs, fewer rules, and higher quality rulemaking. This overdue reform,however, does not occur at the expense of either safety or environmental concerns.
