Question How is property valued for property tax purposes?

Answer Each municipality has an assessor or board of assessors. The assessor values the property; the assessor does not issue a tax bill or collect the tax. To value a residential property, the assessor must determine the property’s market value. Market value is what the property would sell for in an open market under normal conditions. Then the property’s assessed value is listed on the assessment roll. To achieve real property tax equity, New York State law requires that every property within a municipality be assessed at the same percentage of value.
