What is the Harvest Information Program?

 Federal law requires that all persons who hunt woodcock, ducks, geese, brant, rails, snipe, coots, gallinules, or sea ducks must register yearly with the Migratory Bird Harvest Information Program (HIP), and carry their HIP registration number with them when hunting. HIP provides the U.S. Fish and Wildlife Service (USFWS) with a national registry of migratory bird hunters from which they can select participants for the voluntary harvest surveys.
