Question I am a State employee. What determines which union I belong to?

Answer There is more than one factor that determines which union a State employee may belong to. Executive Branch positions are categorized by bargaining units or are designated Management/Confidential. This generally is done by title, but also may be determined by the work location. Correction Officers, for example, are in the Security Services bargaining unit by virtue of their title and function. Budget Examiners are designated as Management/Confidential, in part, because of the confidential nature of their work. A single union may represent employees in more than one bargaining unit. The State's largest public employee union, the Civil Service Employees Association, represents Executive Branch employees in four bargaining units. It also represents employees in certain non-Executive Branch agencies and local governments.
