Who is subject to the Freedom of Information Law?
Any New York State municipal department, board, bureau, division, commission, committee, public authority, public corporation, council, office, or other governmental entity performing a governmental or proprietary function is subject to the law. The courts are outside its coverage but often must disclose records under provision of the law. The State Legislature is covered by the law but is treated differently from agencies. Private companies and corporations are not subject to the law.
